Kent joined Harbor in 2002. He received an Associates degree in Architectural Technology from the Pennsylvania College of Technology and a Bachelor of Science degree in Elementary Education from Shippensburg University. Kent’s responsibilities include the technical design for projects involving stormwater management, subdivision & land development, erosion & sediment control, roadway and PennDOT design.

Amanda joined Harbor in 2014. She received her Bachelor of Science degree in Civil and Environmental Engineering from Virginia Tech. Amanda has over nine years of experience in the practice of civil engineering with a focus in land development and stormwater management. Ryan C. Weck
Project Designer

Ryan joined Harbor in 2022. He received his Bachelor of Science degree in Environmental Science from Temple University, which was funded by his GI Bill after serving in the United States Navy as an aircraft handler. Ryan has several years of experience in erosion and sediment control, stormwater management and water quality programs through working for the Lancaster County Conservation District. He is an active member of the Alliance for the Chesapeake Bay’s Riparian Rangers volunteer forestry conservation program. Ryan’s responsibilities include project site preparation, stormwater management and erosion and sediment control design.
